GENERAL

The Engineering Department provides professional and technical assistance to all other City Departments. Services performed by the department include site and facility design, preparation of computer aided design plan drawings, assistance in the preparation of contract documents and specifications, field surveying, project inspection, and construction staking. Other services include mapping, coordination of quality based selection of outside engineering consultants, and monitoring of compliance with federal, state and local laws and regulations. In addition, the department also reviews all site and subdivision plans to ensure that all zoning and subdivision regulations are met and provides site inspections on a daily basis on all on-going construction and development projects.

SITE INSPECTION SCHEDULING

Most site inspections are automatically scheduled after the Engineering Department is notified that the commercial site or residential subdivision is ready to commence construction. Individual inspections can be scheduled by calling the City of Springfield Engineering Department at 615-382-2200 and scheduling a specific time.

LAND DISTURBANCE PERMITS

Most land disturbance work within the City of Springfield will require a Land Disturbance Permit. Please contact the Engineering Department before starting any land disturbance work so that a decision can be made about whether a Land Disturbance Permit will be needed to perform the proposed work. The cost of a Land Disturbance Permit is fifty dollars ($50.00).

STORMWATER REGULATION (NPDES PROGRAM)

The City of Springfield is an EPA Phase II Small MS4 (municipal separate storm sewer systems) Stormwater Program Participant city. The requirements of the program are as follows:

  • Reduce the discharge of pollutants to the maximum extent practicable
  • Protect water quality
  • Satisfy the appropriate water quality requirements of the Clean Water Act

The Engineering Department helps meet these requirements in the following ways:

Public Education and Outreach
Distributing educational materials and performing outreach to inform citizens about the impacts polluted stormwater runoff discharges can have on water quality.

Public Participation/Involvement
Providing opportunities for citizens to participate in program development and implementation, including effectively publicizing public hearings and/or encouraging citizen representatives on a stormwater management panel.

Illicit Discharge Detection and Elimination Developing and implementing a plan to detect and eliminate illicit discharges to the storm sewer system (including developing a system map and informing the community about hazards associated with illegal discharges and improper disposal of waste).

Construction Site Runoff Control
Developing, implementing, and enforcing an erosion and sediment control program for construction activities that disturb ten thousand (10,000) or more square feet of land. Controls can include silt fences and temporary stormwater detention ponds.

Post-Construction Runoff Control
Developing, implementing, and enforcing a program to address discharges of post-construction stormwater runoff from new development and redevelopment areas. Applicable controls could include preventative actions such as protecting sensitive areas such as wetlands or the use of structural BMP's (Best Management Practices) such as grassed swales or porous pavement.


CITY MAPPING PROGRAM

The City of Springfield has 202 topographic maps that cover the city and the urban growth boundary. These maps are available to the public at the following costs:

  • Digital dwg file format copies are available at a cost of $100.00 per map
  • Color plots of each map are available at a cost of $50.00 per map.
