BOARD OF MAYOR
AND ALDERMEN
The Board of Mayor and Aldermen is the
elected legislative body that is the ultimate
authority within the City of Springfield
government. All major policy decisions must
be made by and all major plans must be approved
by the Board of Mayor and Aldermen. All
ordinances and resolutions must be passed
by the Board of Mayor and Aldermen.

FORM OF GOVERNMENT
The City of Springfield has operated
under the Council/Manager form of government
since 1990, with the City Manager overseeing
the daily operation of the government. The
City Manager reports to the popularly elected
Board of Mayor and Aldermen which is composed
of seven (7) members. The Mayor is elected
at-large and each Alderman is elected to
represent one of six (6) wards. Each member
of the Board of Mayor and Aldermen is elected
to a four-year term of office. The terms
of office are staggered every two (2) years.
OFFICE OF THE MAYOR
The Mayor presides at all meetings of
the Board of Mayor and Aldermen and is the
ceremonial head of the City. The Mayor has
a vote on all matters brought before the
Board of Mayor and Aldermen, but no veto
power.
ELECTION OF VICE
MAYOR
At the first regular meeting after a
general city election, the Board of Mayor
and Aldermen elect a Vice Mayor to carry
out the duties of the Mayor in his/her absence.
The Vice Mayor serves for a term of two
(2) years.
MEETINGS OF THE
BOARD OF MAYOR AND ALDERMEN
The regular meetings of the Board of
Mayor and Aldermen are held on the third
Tuesday of every month at 7:30 p.m. The
meetings are held in the Board Room on the
first floor of City Hall located at 405
North Main Street.
A majority of all the
members of the Board of Mayor and Aldermen
constitute a quorum.
The proceedings of
the meetings of the Board of Mayor and Aldermen
are conducted in accordance with Robert's
Rules of Order.
MEETINGS ARE TELEVISED
The regular meetings of the Board of
Mayor and Aldermen and the regular meetings
of the Robertson County Commission can be
viewed as scheduled programming on the City's
government access cable channel 3.
QUALIFICATIONS FOR
OFFICE
The Mayor and Aldermen must be qualified
voters of the City and can hold no other
public office, except as a Notary Public
or member of the National Guard or Military
Reserve. No person is eligible for the office
of Mayor unless that person has been a resident
of Springfield for one (1) year preceding
the election. No person is eligible for
the office of Alderman unless that person
has been a resident of the ward for one
(1) year preceding the election.
CHANGE OF ELECTION
DATES
The City of Springfield has recently
changed its election dates from the first
Saturday of June in every odd numbered year.
Beginning in 2010, a general city election
shall be held on the first Tuesday after
the first Monday in November of every even
numbered year. The Aldermen from Wards 1,
2, and 3 were most recently elected in June
2007 and will serve through November 30,
2010. The Mayor and the Aldermen from Wards
4, 5, and 6 will be elected in June 2009
and will serve through November 30, 2012.
VOTER QUALIFICATION
REQUIREMENTS
Any person who has been a resident of
Springfield for thirty (30) days immediately
preceding an election, or any nonresident
who has owned taxable real property in the
city for thirty (30) days immediately preceding
an election, and who is otherwise qualified
to vote for members of the state legislature
and has registered, shall be entitled to
vote in city elections. These same qualifications
shall apply to other city elections and
referenda unless otherwise provided by law.
APPOINTMENT OF THE
CITY MANAGER
The City Manager is appointed by the
Board of Mayor and Aldermen and serves at
the will of the Board of Mayor and Aldermen.
The salary of the City Manager is also fixed
by the Board of Mayor and Aldermen.
The City Manager is
the chief administrative officer of the
City, responsible to the Board of Mayor
and Aldermen for the direction and administration
of all offices, departments, and activities
placed in his/her charge by the City Charter
or the Board of Mayor and Aldermen.
Mr. Paul Nutting is
the current City Manager for the City of
Springfield.
